With reference to Mr. (now Sir Thomas)
Southorn's despatch No.379 of 9th August, 1932, on the
subject of the leave and passage rules for this service,
I have the honour to state that certain modifications of
the leave rules seem desirable in addition to those
mentioned in my telegram No.74 of 25th April, 1933.
General Order No.160 (copy enclosed)
limits the grant of leave to an officer proceeding home
on retirement to the leave which he has earned in res-
pect of his last tour of service. This wording is
derived from the last sentence of the sixth paragraph
of your despatch No.88 of the 30th March, 1932. It
has, however, been pointed out to me that the principle
there laid down is designed not to curtail but to extend
the officer's privileges, by removing an arbitrary dis-
tinction between final and other leaves and that while
a rule in the exact terms of your despatch does under
a separate-tour leave system effect this improvement,
under a running-account system such as has been adopted
by Hong Kong the effect is the opposite, and that General
Order 160 as it stands deprives a retiring officer of the
benefit of unexpended leave accumulated by abnormal tours
of duty in his earlier service.
